Cate Russell

Based in Portland, Maine, Cate Russell is a Senior Regulatory Specialist with 18 years of experience at HDR supporting clients in the hydropower industry with licensing, compliance, dam safety, and project management. Earlier in her career, Cate primarily supported clients with all aspects of regulatory and dam safety compliance programs for their hydropower assets. For the past decade, Cate has served as project manager for large, complex relicensing projects with multifaceted teams, often comprised of several consulting firms. Cate is proud to have recently managed a comprehensive study program that included 10,000 field hours in an extremely expansive and remote area with zero safety instances. When not working, Cate has a love for the outdoors, including walking her dog, competing in triathlons, mountain biking, and yoga….and hopes to finally learn how to golf this year.
