Sarah Kulpa

Sarah Kulpa brings over 20 years of hydropower industry experience with deep expertise in licensing, compliance, dam safety, and project management. She began her career with Devine Tarbell and Associates in Syracuse, NY in 2004, and continued with HDR following the firm’s acquisition in 2009. Now based in Charlotte, NC, she serves in a regional operations leadership role for HDR while continuing to provide consulting services for hydropower owners. Sarah has led or supported numerous relicensing efforts, contributed to Owner’s Engineer teams for new pumped storage projects, and developed dam safety training program materials for project owners. Sarah previously served on the National Hydropower Association’s Board of Directors and holds Master’s degrees in Public Administration from Syracuse University and in Environmental Science from SUNY‑ESF, where she also earned her undergraduate degree.
